Speeding fines in Oman – yet I’ve never driven there

Upon my 2nd registration renewal I had 3 fines in Oman. Funny since I’ve never taken my car to Oman! I decided to change my licence plate to avoid future mistakes but guess what, this year I’ve got another fine in Oman. Can the RTA or Dubai Police explain how this is possible or is it mandatory that we all have annual fines from Oman?
