I am all for ensuring the safety of ours and your kids at the beach (and I am not a kite surfer!) but I’m afraid the clue in your case is in the name of the beach you chose to visit! If you take your five-year-old to the only beach where kite surfing is allowed then guess what… there will be kite surfers in the water with you!! There are miles of beautiful safe Dubai beaches where kite surfers are not permitted. I suggest you try there next time!
